Also, the odds of winning were extremely favorable compared to other forms of gambling.

While the first state-sanctioned lotteries were based on the belief that people are inherently inclined to gamble, some opponents questioned both the ethics of funding government programs with gambling and the amount of money states really stood to gain from lotteries. These critics hailed from all walks of life and both political parties, but the most vociferous were devout Protestants who viewed lotteries as morally unconscionable. (Indeed, in 1978, bingo games hosted by Ohio Catholic high schools brought in more revenue than the state’s official lottery.)
